65% of small businesses predict impacts of Tax Reform

As pequenas empresas brasileiras estão se preparando para mudanças significativas com a Reforma Tributária. De acordo com a Sondagem Omie das Pequenas Empresas, pesquisa da Omie, plataforma de gestão (ERP) na nuvem, realizada recentemente com 285 líderes de CNPJs optantes pelo Simples Nacional, 65% dos ouvidos, entre CEOs, diretores, sócios, gerentes e empresários acreditam que as novas regras afetarão diretamente os seus negócios.

Enquanto 26% dos entrevistados não sabem avaliar o impacto da reforma, apenas 9% acreditam que a mesma não terá influência no seu dia a dia. Para o economista Felipe Beraldi, gerente de Indicadores e Estudos Econômicos da Omie, as mudanças trazem oportunidades, mas também desafios. Especialmente no entendimento das alterações e dos prazos para adaptação.

“A pesquisa mostrou que 59% dos empresários sabem que a principal mudança será a criação do Imposto sobre Valor Agregado (IVA) e a eliminação da cumulatividade de impostos”, explica Beraldi. O IVA visa unificar cinco tributos – ICMS, ISS, IPI, PIS e Cofins – em uma cobrança única, contribuindo para maior transparência e simplificação do recolhimento.

Apesar da expectativa de simplificação, Beraldi alerta que o processo será complexo. “As empresas precisam começar a preparação e adaptação às mudanças. Quanto antes compreenderem as novas regras da Reforma, mais fácil será reavaliar o fluxo de caixa, capital de giro, regime tributário, cadeia de fornecimento e preços”, afirma. 

A transição para o novo sistema tributário será gradual. A implementação começa em 2026 e segue até 2033, quando a Reforma Tributária estará plenamente em vigor. Durante esse período, haverá um regime de convivência entre o sistema atual e o novo, o que exigirá atenção dos gestores e dos seus contadores. 

“Embora a reforma tenha a promessa de simplificar a gestão tributária a longo prazo e reduzir distorções, no curto prazo, é certo que essa duplicidade irá gerar um grande aumento da complexidade, o que irá demandar mudanças significativas nos processos internos de qualquer negócio, especialmente das pequenas empresas”, afirma Marcelo Lombardo, cofundador e CEO da Omie.

Além dos desafios, a reforma pode representar uma grande oportunidade para os profissionais contábeis, cujos papéis se tornam ainda mais estratégicos durante a implementação das novas regras. Não por acaso, a pesquisa revelou que 75% das pequenas empresas consideram que o contador será essencial nesse momento. A pesquisa também reforça a necessidade de uma comunicação mais eficaz, para garantir que as atualizações da reforma cheguem aos empresários de forma clara e rápida.

Com a Reforma Tributária em vigor, as pequenas empresas, que representam 99% das companhias brasileiras e são responsáveis por mais de 27% do PIB e mais de 70% dos empregos formais, enfrentarão um período de adaptação desafiador. O sucesso desta transição dependerá, em grande parte, da capacidade das PMEs se ajustarem às regras e da orientação estratégica dos contadores.
