President Lula signs law taxing international purchases over US$50

President Luiz Inácio Lula da Silva (PT) signed this Thursday (27) the law establishing the taxation of international purchases over US$ 50. The measure, nicknamed the "little shirt fee," is part of the law that created the Mover program, aimed at encouraging decarbonization of the automotive sector.

According to the government, a provisional measure will be issued to regulate the new fee. The law ends the exemption that benefited large e-commerce companies like Shopee, Shein, and Amazon.

According to the new legislation, products valued up to US$ 50 will be taxed at 20% on the purchase amount. For items over US$ 50, the import duty will be 60%. However, there will be a discount on taxation for products valued between US$ 50 and US$ 3,000.

In addition to taxing international purchases, the law sanctioned by President Lula also creates the Mover program, which aims to encourage decarbonization of the automotive sector. The text increases sustainability requirements for vehicles and encourages the development of new technologies in the field.

Companies that join the Mover scheme will be able to benefit from financial credits if they invest in research, development and technological production in Brazil.

The implementation of this new law represents a significant change in the international e-commerce landscape and in the Brazilian automotive industry, with potential impacts for both consumers and companies in the affected sectors.
